I am sure the story can be used to build the common understanding between PMs and other team members. I agree that user stories is not the best way to work with customers. If you back them up by visuals, something like a prototype in InVision, I find them working pretty well to build the common ground and have the basic high-level requirements. The prototype is the main artefact here.
However, they should not be used as a way to describe all possible scenarios.
Btw, who considers user stories as outcome? I always believe that the product and “the revenue” are the main success criteria.
